Pre and post checklists, and several people executing one plan

Checklists that gate isolation and close-out, row-level "I'm working here" claims so a crew can edit one plan together, and real-time sync between their screens.

## Pre and post checklists
Procedures and plans can carry a pre-check that must be complete before isolation begins and a post-check before the plan closes.

## Several people, one plan
Workers claim the rows they are working on, and everyone's screen updates live as the plan changes. A new permission controls who may execute in parallel — administrators grant it per role.

## Fixes and improvements
- The PDF export now runs cover, members, pre-check, isolation, post-check.
- Checklist "photo" items are now "attachment" items and accept PDFs.
- A small number of bug fixes.
