Pre and post checklists for temporary lock removal

Temporary lock removal sessions get optional pre and post checklists, with the pre-check gating the removal and the post-check gating the end of the session.

A temporary lock removal session can carry the same pre and post checklists a plan does. The pre-check must be complete before points are pulled; the post-check, when configured, must be complete before the session ends.

## Fixes and improvements
- The plan's responsible owner can cancel an open temporary-removal session with an audited reason.
- A small number of bug fixes.
